§ The Prime MinisterThe closure of institutions cannot be ruled out if the demand for higher education falls. The Government's objective is to maintain access to higher 441W education for all those who want it and are suitably qualified, but to achieve this whilst maintaining standards will require improved efficiency in all sectors.
