asked the Secretary of State for the Environment if he will guarantee that those London boroughs which do not at present have major waste treatment and disposal facilities within their own boundaries will be given access on a long-term basis to such facilities in other boroughs.

The arrangements for use of existing major facilities are a matter for negotiation between borough councils in the light of the principles set out in the consultation paper "Streamlining the Cities: Waste Disposal." Reserve powers will however be available to deal with the situation if satisfactory arrangements are not forthcoming by agreement.
