Mr. Cryer

asked the Secretary of State for Defence whether the agreement reached between President Truman and Prime Minister Attlee in October 1951 governing the use of bases by American forces in the United Kingdom applies to the operation of cruise missiles; and if he will list any other agreements which will apply.

The use by United States forces in an emergency of bases and facilities in the United Kingdom, including those at which cruise missiles will be deployed, is subject to the understanding reached between President Truman and Prime Minister Attlee in October 1951 and subsequently reaffirmed by Mr. Churchill and President Truman in a joint communiqué in January 1952. Other existing agreements, including the general provisions of the North Atlantic Treaty, the Agreement regarding the Status of Forces of Parties to the North Atlantic Treaty—1951—and the Visiting Forces Act 1952, also apply to the basing of United States forces in the United Kingdom.
