§ Mr. HayhoeThe April 1980 non-industrial Civil Service settlement resulted in average increases of 18.75 per cent., but a 2.3 per cent. reduction in manpower, together with deferment of the increase until 7 May 1980 for most grades, kept the overall increase in cost within the 14 per cent. cash limit.
