Mr. Freud asked the Secretary of State for the Home Department if he will list the occasions in the last three years on which members of his Department including the prison department, have been prevented from publishing articles or book reviews under their own names, giving the reason in each case.

The information requested is not readily available. I shall write to the hon. Gentleman as soon as possible.

Mr. Freud asked the Secretary of State for the Home Department in what circumstances civil servants from his Department are authorised to prevent their subordinates from contributing articles or book reviews to professional journals.

Mr. Whitelaw:

In accordance with general Civil Service rules, no officer of the Home Office may publish any book, article or paragraph touching on the business of the Home Office or another Government Department without first obtaining official permission. Applications are dealt with under the terms of paragraph 9911 of the Civil Service Pay and Conditions of Service Code, a copy of which is in the Library.
