Mr. Alexander asked the Secretary of State for the Environment what percentage of domestic ratepayers in the United Kingdom do not pay full general rates by reason of rate rebate relief.

Mr. King:

It is estimated that 16 per cent. of domestic ratepayers received a rate rebate in the financial year 1980–81. A further 12 per cent. had their rates taken into account in supplementary benefit payments.
