asked the Secretary of State for Education and Science whether, pursuant to the reply to the hon. Member for Fife, Central (Mr. Hamilton) of 12 May, Official Report,c. 606, he will give the basis of his judgment that an increase of one pupil per member of university staff over the next three years would cover the proposed cuts in higher education expenditure.

If the ratio of university students to teaching staff increased by one and student numbers remained constant, there would be a saving of about 10 per cent. in teaching staff costs. If this saving were carried through into non-teaching costs, it would be more than sufficient to meet the cut of about 8 per cent. by 1983–84 provided for in the public expenditure White Paper (Cmnd. 8175) for higher education as a whole.
