asked the Secretary of State for Transport (1) whether, in view of delays of up to three months in the issuing of full driving licences to those who have passed the driving test, he will take steps to expedite the operations of the Driver and Vehicle Licensing Centre, Swansea.

(2) whether he will take steps to assist persons who have passed a driving test but who, as a result of delays, have not received the full driving licence from the Driver and Vehicle Licensing Centre at Swansea and who wish to drive a motor vehicle unaccompanied by another person with a full driving licence and without having to exhibit a driver's learner plates on the vehicle.

Such steps are not necessary. Provisional licence holders who have passed their driving test are entitled to drive unaccompanied and without L plates on the basis of their provisional licence and their test pass certificate. The only constraint on them is that they cannot supervise unqualified drivers until they receive their full licence.
