asked the Secretary of State for Trade if he will take steps to ensure that the British Airports Authority will not be allowed to divert charter traffic from Luton to Stansted airport by means of differential landing charges or other inducements.

As my right hon. Friend announced on 26 February, we will expect the British Airports Authority to take account of the Government's policy towards the London area airport system in its user charging structure. The proposal to develop Stansted airport is designed primarily to relieve the anticipated pressure on Heathrow and Gatwick in the late 1980s, and the BAA's charging policies can be expected to contribute to this end.
