asked the Secretary of State for Social Services why his Department's headquarters staff are to get 5 per cent. above the set cash limit of 14 per cent. imposed upon administrative staff at regional, area, and district level in the National Health Service.

Mr. Patrick Jenkin

This year's pay settlement for the non-industrial Civil Service, although providing for an average increase of 18¾ per cent. in salaries, was kept within the 14 per cent. cash limit by means of reductions in staff costs and deferment of the starting date for those salaries.

Salaries of administrative staff in the NHS are a matter for the Whitley Council, where no settlement has yet been reached.
