asked the Minister of Agriculture, Fisheries and Food if, in view of the severe damage which was caused to the West Norfolk coast in 1978, he will ensure that the sea defences at Heacham will be improved before the winter.

The powers to undertake sea defence works are vested in land drainage authorities. The Anglian water authority is responsible for the defences at Heacham and it is for it to decide within its capital expenditure programme whether and when improvement works should be carried out.
