Mr. Cryer

asked the Secretary of State for the Environment if he will introduce legislation to ensure that current provisions on clean air are so modified that wood and paper can be utilised for ignition purposes in smokeless zones.

Section 11(3)(c) of the Clean Air Act 1956 already enables local authorities making smoke control orders to exempt the use of sticks and paper for ignition. Such exemptions are for example granted under smoke control orders in Keighley.
