§ Mr. Kenneth ClarkeMy right hon. Friend proposes to introduce stricter noise limits for new motor cycles in accordance with an EEC directive approved last year. Enforcement of existing noise limits is primarily a matter for the police, but the condition of the exhaust system is one of the items checked as part of the annual MOT test applying to motor cycles after their third year.
