Mr. Foulkes

asked the Secretary of State for Scotland if he will establish a two-stage public inquiry into the refusal by Kyle and Carrich district council to allow the United Kingdom Atomic Energy Authority to test bore at Mullwharcher, along similar lines to that applying to the National Coal Board plans to begin mining in the Vale of Belvoir.

I consider that the normal procedures for dealing with a planning appeal will, without a preliminary procedural inquiry, provide my right hon. Friend with enough information to reach a decision on the appeal which is concerned with the drilling of boreholes for geological research.
