Friend does not make any appointments to the General Medical Council but he appoints the chairman of the Council for Postgraduate Medical Education in England and Wales, in agreement with my right hon. Friend the Secretary of State for Wales and my right hon. and learned Friend the Secretary of State for Education and Science.
