asked the Secretary of State for Transport if it is the policy of his Department to encourage the fitting of skirts to railway crossing barriers in all locations close to residential areas.

Mr. Horam

No. In the case of automatic half-barrier level crossings, where the barriers do not extend the full width of the road, nothing is to be gained by the provision of skirts.

In the case of manned barrier crossings, where the barriers do fence in the railway, skirts are provided wherever the pedestrian use is heavy, where animals are regularly driven over the crossing on the hoof, or where a particular risk of trespass exists.
