§ Mr. Harry EwingTo enable the Assembly to operate during its initial period, my right hon. Friend will have to give it temporary directions on procedures under section 7 of the Scotland Act, and provide it with temporary staff under the powers conferred on him by section 83(3). Pending the referendum, my right hon. Friend has asked his Department to identify and study the problems involved.
