Mr. Arthur Lewis

asked the Secretary of State for the Home Department whether, as a means of relieving the pressure on the police, improving their conditions of service and pay and allowances, he will take steps to remove from the police all matters connected with road traffic and road traffic law enforcement, and hand these matters over to a road traffic police force; and if he will reform the police for law enforcement and the control of crime; and pay such a criminal law enforcement department exceptionally high salaries and allowances.
