Mr. Ralph Howell

asked the Chancellor of the Exchequer what would be the total net cost of raising all tax thresholds to supplementary benefit levels and introducing tax rates starting at 15 per cent. on the first £500 of taxable income and increasing by 5 per cent. on each extra £500 thereafter with a maximum of 50 per cent. taxation, and replacing all existing child benefits and allowances by a single scale of age related child benefits equal in value to child supplementary benefit rates and payable for all dependent children.

About £6,000 million at 1977–78 income levels, if the supplementary benefit level is assumed to include an average addition for rent and rates.
