asked the Chancellor of the Exchequer whether he will indicate the principal published sources on which his assertions about German monetary policy in his recent lecture to the Labour ments to non-residents are included in the balance of payments accounts but it is generally not possible to distinguish payments to individuals from payments to organisations. However, it is estimated that payments to foreign seamen working on British-owned ships amounted to over £20 million in 1977.
