by a special grant from the Department to Action on Smoking and Health (ASH), which is still supervising the preparation and distribution of that material. The approved contents did not include any anti-smoking products. The costs of any such products included in the package were borne entirely by the television company, as was also the cost of a notice to recipients making it clear that their inclusion carried no implied endorsement by ASH or by the Department.
There is no requirement on the Department to Carry out tests on MD4, and none has been carried out.
