asked Her Majesty's Government:

What progress has been made with arrangements for the bringing into force of the outstanding provisions of the Control of Pollution Act 1974, in particular those in Part I dealing with waste disposal plans and litter plans, and those in Part II dealing with the prevention of water pollution.

Section 2 of the Control of Pollution Act 1974, which deals with waste disposal plans, comes into operation on 1st July 1978 (the Control of Pollution Act 1974 (Commencement Order No. 11) Order 1977). My Department has invited local authority associations to consider a date at which we might aim to implement the other outstanding provisions of Part I and there will be a statement as soon as possible. My right honourable friend the Minister of State also hopes to make an early statement on the outstanding provisions of Part II, dealing with the prevention of water pollution.
