§ Mr. Penhaligonasked the Secretary of State for Foreign and Commonwealth Affairs whether he will seek to raise in the United Nations under the 1503 procedure as a gross and persistent violation of human rights the number of persons who have disappeared in Argentina since the military coup of March 1976.
§ Mr. Rowlands:The 1503 procedure is not open to member States being limited to individuals and private bodies. The Government's attitude to human rights is well known. We deplore violation of human rights wherever they occur and have on several occasions made the Argentine Government aware of our feelings in this matter.
