asked the Minister for the Civil Service for what reasons civil servants who have been dispersed from London to the provinces continue to be paid a London weighting allowance.

The reserved right to London weighting originated as part of the evacuation arrangements in the Second World War so that staff evacuated from London should not suffer a reduction in pay. It was discontinued in November 1973 and replaced by a dispersal cash allowance ranging from £110 to £228 a year. Staff dispersed since that date have retained the excess of London weighting over the cash allowance until it is eroded by pay increases of any kind. The dispersal cash allowance is itself lost when an officer receiving it is either promoted or transferred elsewhere.
