asked the Secretary of State for Social Services if he will publish the level of earnings at which the main means-tested benefits will become available to married men with one, two, three and four children during 1978–79, giving an estimate of the number of wage earners at or below such levels.

I regret that full information is not available in the form requested by my hon. Friend. The levels of earnings and other income which are factors in deciding claims for family income supplement, free school meals, rate rebates and rent rebates and allowances have not yet been settled in relation to any of these benefits for the period from November 1978. Other factors and information relating to the rules currently in force are set out in the November 1977 edition ofFamily Pensions and Benefits. I am sending my hon. Friend a copy of this leaflet.
