asked the Secretary of State for Social Services if he will take steps to make it compulsory for all travel agencies to issue E111 forms to all individuals or parties intending to travel abroad; and if he will make a statement.

Form E111 is an EEC form which certifies that the holder is covered by the EEC social security regulations and is entitled to medical treatment when staying in another EEC country under the same terms as that country's insured nationals. Not all persons are entitled to form E111and only designated health and social security authorities are in a position to provide this certificate.

Travel agencies have been advised, through the Association of British Travel Agents, how to obtain stocks of DHSS leaflet SA28 for issue to travellers to EEC countries. The leaflet explains the arrangements for medical treatment for these visitors and incorporates the application for form E111.
