Mr. Kimball

asked the Secretary of State for the Environment what is his policy towards the operation of divisional charging systems by the water authorities for their miscellaneous services charge in place of equalisation of the charge on a regional basis so that savings achieved by a division can accrue to the public serviced by that division.
