Mr. Kimball

asked the Secretary of State for the Environment if he will draw attention of all other district councils to the saving achieved by the relinquishing of all or part of their agency agreements under Section 15 of the Water Act 1973 for the maintenance of the sewerage service, which has been achieved by the West Lindsay District Council in Lincolnshire and the Lincoln division of the Anglian Water Authority.

No; it is for individual councils to reach their own judgments in the light of local circumstances. The recent White Paper on the water industry (Cmnd. 6876) proposes greater flexibility in the variation or termination of agency agreements.
