HC Deb 28 July 1977 vol 936 cc418-9W
Mrs. Winifred Ewing

asked the Secretary of State for Scotland what proposals he has to utilise the present nursing experience and training in Scotland and to recognise that time of service, practical experience in different branches of nursing and responsibility undertaken are factors which count for ultimate promotion at all levels; and if he will set up an inquiry into the present wastage of such skills, experience and service.

Mr. Harry Ewing

I am confident that all these factors are adequately taken into account by health boards, which are responsible for the appointment and promotion of nurses. My right hon. Friend does not propose to set up an inquiry.

Mrs. Winifred Ewing

asked the Secretary of State for Scotland if he plans to enable State enrolled nurses to qualify as State registered nurses in such a way that recognition is given to the former for the training they have done in practice; and if he will make a statement.

Mr. Harry Ewing

The General Nursing Council for Scotland is the body statutorily responsible for deciding the appropriate training for nursing qualifications. The present posiiton is that when an enrolled nurse is accepted for training for qualification as a registered nurse a remission of 26 weeks is given in the length of training required. I understand that the Council has the question of remission currently under review.

Mrs. Winifred Ewing

asked the Secretary of State for Scotland what information he has regarding the numbers of State enrolled nurses placed in charge of wards in (a) mental hospitals, and (b) other hospitals, although by the present promotion arrangements in the nursing profession such nurses are not eligible for promotion to the seniority normally required for nurses placed in charge of wards: and if he will make a statement.

Mr. Harry Ewing

This information is not readily available. An enrolled nurse with appropriate qualifications and experience may be graded senior enrolled nurse and appointed to a post where she is normally responsible to a member of staff of the grade of ward sister or above.
