Mr. Terry Walker

asked the Secretary of State for the Environment (1) if he will consider legislation to protect new owner-occupiers from excessive delays in provisions of amenities guaranteed to them at the time of purchase on privately built housing estates and to enable local authorities to provide services on uncompleted estates;

(2) whether he will consider legislation to give local authorities greater control and supervision over the progress of housing estates being built by private builders.

I have no plans to introduce legislation to give local authorities additional powers to control or supervise the building of private housing estates or providing services. If my hon. Friend has in mind a specific problem which he considers is not covered by existing legislation I shall willingly consider it if he will send me the necessary details.
