asked Her Majesty's Government:

Whether, having regard to the fact that the main use of half-pennies is for the purchase of postage stamps, they will request the Post Office to fix all postage rates in denominations of whole pennies when the present standstill undertaking regarding postage rates comes to an end.

Decisions on the level of postal tariffs are matters for the Post Office and are subject to the rulings of the Price Commission. I do not consider that the course proposed by the noble Lord would best serve the interests of postal users, the Post Office, or the fight against inflation.
