asked the Secretary of State for Social Services whether he will re-examine the policy regarding the provision of invalid cars to those incapacitated since 22nd July who in normal circumstances would have qualified for an invalid car for employment purposes.

While I cannot revise the terms of my right hon. Friend's statement to the House on 23rd July—[Vol. 915, c. 2229–42]—my hon. Friend may like to know that the Employment Service Agency's travel-to-work scheme is available to provide help additional to the mobility allowance to disabled people registered with the agency who cannot use public transport and whose expenses in getting to and from work would otherwise cause financial hardship. We are also pressing forward with the full implementation of the mobility allowance which trebles my Department's spending on mobility for the disabled and will be uprated next year.
