Why the number of road schemes in the Firm Programme for start of works in 1977/78 is so high compared with the numbers in adjacent years.

I regret that in my Answer to the noble Lord of 16th March the heading "1977/78" was incorrectly placed in col. 206 above A45 Cambridge Northern By-pass to Newmarket By-pass, Cambridgeshire. It should appear in col. 207 above A259 Bexhill Old Town By-pass, East Sussex.
