Mr. Sillars

asked the Secretary of State for Employment if, in view of the threatened redundancies in Scottish local government, he is taking steps to ensure that each person will have the opportunity of retraining for a working future in the manufacturing sector of the Scottish economy.

Mr. Golding

I am informed by the Manpower Services Commission that any adult facing redundancy may apply for a course of training under the training opportunities scheme. A broad range of training is available in transferable skills which are capable of being practised in a variety of manufacturing industries. The Training Services Agency has a scheme designed to anticipate unemployment whereby people under redundancy notice may, by arrangement with employers, commence TOPS training while still in employment before redundancy takes effect.
