asked the Secretary of State for Transport whether loan sanction was required, and, if so, whether it was granted for the road improvement scheme in Islington, Liverpool, to be carried out by Liverpool Corporation's Works Department.

The Islington improvement was included in the Merseyside County Council's TPP submitted to the Secretary of State in August 1975. A start in 1976–77 was shown in the county's programme. The scheme was estimated to cost less than £500,000 and, therefore, did not require key sector borrowing approval. In the TPP decision letter the Secretary of State approves a block key sector loan sanction for each county, but borrowing for under £500,000 schemes is from the locally determined sector. It is a matter for county and districts to decide how L.D.S. borrowing approval is allocated between the various spending programmes for which they are responsible.
