Substantial improvements have been and are being made in both the level and range of cash benefits available to people who are disabled. In addition to earnings-replacement benefits for those who are unable to earn, attendance allowance and mobility allowance are payable to people who are in employment and to those without a job. The new benefits introduced since the Autumn of 1975 will provide, as of right, over one-quarter of a million new non-means-tested payments in situations where there used to be either no provision or only means tested provision.
