§ 15. Mr. Thorneasked the Secretary of State for Northern Ireland what steps he proposes to take in 1977 to alleviate poverty and improve living standards through improved housing, health and education facilities in Northern Ireland.
§ Mr. CarterThe alleviation of poverty and the improvement of living standards through housing, health, education and other programmes are basic to Government policies both in Northern Ireland and elsewhere in the United Kingdom. Such policies are constantly under review. I can assure my hon. Friend of our determination to make progress on all possible fronts, but he will be aware of the constraints which we face.
