Mr. Maurice Macmillan

asked the Secretary of State for Education and Science in what circumstances (a) a mandatory and (b) a discretionary grant is payable by a local education authority to a British subject pursuing a course of study in a university in another member State of the European Community.

Mr. Gerry Fowler

Mandatory grants are payable only if that study forms a required part of a full-time course provided by an establishment in this country. Discretionary grants are made under conditions decided by the local education authority concerned.
