asked the Secretary of State for the Environment if he will take steps to provide assistance to district councils with large rural areas, so as to help them give the same free transport facilities for retirement pensioners that London and other areas are able to give.

Local authorities are assisted by rate support grant in relation to their overall needs and resources. They have discretion to decide what help should be given within their areas on fares for particular groups of people, and since 1st April last such expenditure by local authorities is included in the national estimate of relevant expenditure for rate support grant purposes.
