Mr. George Rodgers

asked the Secretary of State for the Environment if he will advise local authorities that planning permission should not be given for housing or recreation facilities on land adjoining railway lines until the developer has (a) agreed to erect unclimbable fencing and (b) consulted British Rail.

Mr. Oakes

This would not be appropriate, but I welcome early consultation by local authorities and developers with the Railways Board, as generally responsible for railways fencing, about satisfactory provision close to housing and recreational areas.
