asked the Secretary of State for the Environment (1) what directives have been issued to the managers of new town corporations regarding the disposal of rented dwellings to sitting tenants;

(2) what is Her Majesty's Government's policy regarding the sale to sitting tenants of rented houses built under the New Towns Act.

Policy on owner-occupation in new towns is under review. In the meantime, English new town development corporations and the Commission for the New Towns have been asked not to sell any more rented dwellings to sitting tenants except where they are under a legal obligation to do so or where they have obtained my approval.
