asked the Secretary of State for Scotland what representations he has received regarding the current dispute between his Department and technical teachers about the conditions for upgrading of such teachers; and if he will make a statement.

I have received various representations against arrangements which have been made to help certain technical teachers to improve their qualifications if they wish to do so. The Educational Institute of Scotland has suggested that I deem those holding the old qualification to hold the new Diploma in Technical Education. I have no general power to deem people to hold qualifications they do not hold; and I am satisfied that the arrangements made are fair and reasonable. The status and the salaries of teachers choosing not to avail themselves of these arrangements are unaffected.
