asked the Secretary of State for Scotland whether he will arrange to preserve for pedestrians the A7 bridge over the River Tweed between Galashiels and Selkirk after completion of the new bridge.

No. When the road works are complete only one bridge will be needed for access to the area of land between the River Tweed and Ettrick Water. I have agreed with Selkirk County Council that the Ettrick Bridge is more convenient for this purpose.
