§ Mr. John SilkinNo, but Section 51 of the General Rate Act 1967 already enables rating authorities to give discounts for the prompt payment of rates on dwellings and on mixed properties used mainly as dwellings, and Section 54 of the Act gives similar powers in respect of the rates on properties of all kinds.
