asked the Secretary of State for the Environment if he will take steps to set up a State Advances Corporation which can provide the purchasers of houses with 100 per cent. loans at 5 per cent. interest rates for those whose income is less than £2,500 per annum, and who are buying a house for the first time.

The Government intend to pursue as a matter of urgency longer-term studies on how best to secure a stable and adequate flow of mortgage funds and on associated matters. The problems of those buying a house for the first time will be thoroughly examined as part of these studies.
