Mr. David Steel

asked the Secretary of State for Education and Science if he will issue a circular to local authorities regarding the maximum size of classes in secondary schools.

Mr. Armstrong

My right hon. Friend has no present plans to do so, but he has already expressed the intention of working to a situation in which no maintained school is obliged, through lack of teachers, to have classes of over 30 pupils.
