Mr. David Steel

asked the Secretary of State for Scotland if he will give an early ruling on how debit or credit balances held by existing local authorities will be treated on transfer to new districts and regions next May.

Following consultations with the local authority associations it is proposed that the final balances on the rating accounts of the old authorities should be transferred to the new district or islands councils, and that where the old authority's area for rating pur poses falls in more than one new district, the balance will be divided among those districts proportionately to the amount of rateable value transferred. A circular will be issued shortly.
