Mr. Winterton

asked the Secretary of State for the Environment whether, in view of the narrowness and unsuitability for parking at night of many village streets, he will amend the Road Vehicles Lighting (Standing Vehicles) (Exemption) (General) Regulations 1972 to exclude rural roads.

Mr. Mulley

I do not have enough evidence to suggest that the advantages of this proposal would outweigh the disadvantages created by uncertainty, as where parking without lights is per-permitted. I am writing to the hon. Member to set out these considerations in more detail.
