asked the Secretary of State for the Environment if he will seek powers to prevent local planning committees from granting permission for dwelling-houses to be converted into commercial offices.

No. This is the responsibility of local planning authorities in the first instance, who, I am sure, will have in mind the urgent need for housing in exercising their powers.
