asked the Secretary of State for Scotland if he will institute a monitoring system for industrial pollutants, including oil and tar in the coastal waters of Scotland, and make a public report on pollution levels at monthly or quarterly intervals.

Monitoring of industrial pollution is already carried out by local authorities, river purification boards and Government Departments. Means of improving and strengthening the monitoring arrangements over the whole field of pollution, including marine pollution, are being considered in the context of the recent Report, "The Monitoring of the Environment in the United Kingdom", prepared by the Central Unit on Environmental Pollution. I see no need for reports at the intervals suggested by the hon. Member.
